Shrub
Conifer-like foliage. Compact growth habit. Flowers sporadically (blue). Dry exposed site. Rarely flowers in lowland, warmer or more humid climates. Was called Hebe cupressioides.

Not too hard to grow in a good soil in a well drained semi shady spot.I even got it to put out a few flowers this year!
